Dr. Zulqarnain Mohamad is the CEO of Ipoh Doughnut Economic Centre. A Perak boy, Dr. Zulqarnain has lived in Perak for the most part of his life. He first served the Ipoh City Council as a planner in various town planning sections such as Planning Research and Development, Development Planning Control, Development Plans, and Special Projects since January 1991. In 2010, he was the
Mayor’s Special Officer on Development advising on key development projects and policies for the city. In January 2011, Dr. Zulqarnain was promoted as the Town Planning Director for Ipoh City Council. In December 2018, he was made Senior Director for Planning and Development for Ipoh City Council. On May 9, 2019 the Perak State Government appointed Dr. Zulqarnain as the President of
Kuala Kangsar Municipal Council for one year and later extended until his retirement on May 3, 2023.
Attended the Malay College Kuala Kangsar, Dr. Zulqarnain went on to further his studies in the United States. He went to the University of California San Diego and Arkansas State University before graduating magna cum laude from the University of Southwestern Louisana, Lafayette with a Bachelor of Arts in Urban and Regional Planning. He also a holds a Master of City Planning degree from the Georgia
Institute of Technology in Atlanta, Georgia. He received his PhD from the International Islamic University, Malaysia, researching on the service quality of the 15 local authorities in the State of Perak, Malaysia. He has presented several papers internationally, including at the 2014 Asia Pacific
